[Bug 14092] I don't think the phrase "bubbling event listeners" has any real meaning. Would't non-capturing event listener be better here? Handlers can be invoked during the bubbling or at_target phases, right?

Check-in comment: Try slightly more pedantically correct wording. Unfortunately
DOM Core doesn't have good terminology for this either way.
