This type of change is frozen out at this time in HTML5 unless there's some
group consensus. At least that's been my understanding of what the co-chairs
have been saying for some time, now. 

I'm not fond of hgroup, but I'm less fond of arbitrary decisions made by an
editor who seems to have poor impulse control.
