[Bug 12935] <rt> should not auto-close ancestors

Simon, in terms of UA behavior, looks like pre-HTML5-parser Gecko does not
imply those, nor does Presto.  pre-HTML5-parser WebKit does imply them, as does
IE9.  

I don't have a problem with implying </rp> and </rt>.  I also don't have a
problem with not implying them; it looks like either behavior is web-compatible
and neither one forecloses anything people might want to do with ruby in the
future as far as I can tell.
