The spec currently calls for <rt> to close all ancestors to the nearest <ruby> if its inside a <ruby>. In practice, the only such ancestor people would want to use is <rtc>, when trying to use markup compatible with http://www.w3.org/TR/ruby/ In any case there's nothing <rtc>-specific about this bug.
