The relevant requirements are here:


Look for the step that says "If the field element is an input element whose
type attribute is in the Image Button state . . .".  It would be useful to have
a note in the definition for the image button state pointing there, because
it's not obvious at all how the data gets encoded for submission if you're only
familiar with other input/button types.
