I think it's a fine idea. A single standard would resolve some of the problems
we have seen in knowing how to markup text:

I have seen many cases unfortunately where such markup has been abused as a way
to reduce translation cost (at the expense of the reader) and of course the
translation tool is at the mercy of the person applying the attribute.
Therefore there needs to be some consideration for overrrding  of a
no-translate flag.
