I second the opinion of having a separate "translate" attribute as supposed to
overloading the language tag for the purpose of translation. There are already
plenty good arguments from others about why this is important, I need not to
repeat here.

It is also not appropriate to suggest only MS and Google has this concern. Any
multinational company with a need to reach out to a more global audience has a
requirement to rapidly deliver information to their clients at any corner of
the world. And, given enough experiences with machine translation, quality will
not matter for certain types of content. Without some support from the
underlying web standards, there is no easy way to communicate with 3rd party
system for translation automation in an end-to-end process.
