The specification currently notes that input controls are to be presented in
the user's preferred locale. This contradicts the specification of the lang
attributes and does not allow for an author to explicitly declare i18n input
controls.
If the input element does not explicitly declare a lang attribute, the language
should be determined as specified in "3.2.3.3 The lang and xml:lang attributes"
