Not necessarily. I do need to advocate for an alternate method that is guaranteed to summon the default context menu, as the spec recommends in a MAY. There are use-cases (largely game-related, I think) to disable the context menu popping up from a right-click. But if you're supplying your own context menu, I don't see a reason to require even that.
