I don't think the TAG's intention was that a W3C-organized committee be the
only source of creative thought about this problem.  We have opened an issue
against specifications published by the HTML WG, and I think it would be
entirely appropriate for the HTML WG, either on its own or working with others,
to consider and propose possible resolutions to the concerns raised.
