[Bug 12141] New: Specifically state that all <track> options be exposed to the end user

http://www.w3.org/Bugs/Public/show_bug.cgi?id=12141

Summary: Specifically state that all <track> options be exposed
                    to the end user
           Product: HTML WG
           Version: unspecified
          Platform: All
        OS/Version: All
            Status: NEW
          Severity: normal
          Priority: P2
Component: HTML5 spec (editor: Ian Hickson)
        AssignedTo: ian@hixie.ch
        ReportedBy: jfoliot@stanford.edu
         QAContact: public-html-bugzilla@w3.org
                CC: mike@w3.org, public-html-wg-issue-tracking@w3.org,
                    public-html@w3.org

Situation: a <video> element might have 2 <track elements each claiming to be
@kind=caption @srclang=EN. The spec should explicitly state that both caption
options be presented to the end user, as the authors and content of either
caption file might differ.
