Since Microsoft and Mozilla do not implement the behavior resulting from this
bug, and seem unwilling to do so, it may be a good idea to revert the change
for now, pending further discussion. I say this even though Apple would
somewhat prefer the behavior of ignoring Content-Type. Reopening bug based on
new information from Mozilla and Microsoft reps.
