[Bug 11984] Simplify <video> for implementors and authors by ignoring the Content-Type HTTP header

They also don't implement the behavior that would result from reverting this
bug, and seem unwilling to do so.

Unless we can all agree to implement some specific behavior, I'd prefer to
handle this as an ISSUE, to force everyone to make very specific suggestions
for what the spec should be.
