Take that as an FYI. The terminology might be a bit confusing in parts and I
don't expect that exactly this would be spec'd, but it is what I concluded is
necessary to make the state transition order reliable. It's a lie of course,
but I don't think the truth (readyState and networkState) is worth much in this
case.
