That it's "basically" identical is the whole point. If it's not *exactly*
identical, there's a spec bug somewhere. The track record is that so far the
spec has on multiple occasions failed to be exactly identical. The easy way to
make sure there are *no more* such spec bugs would be removing the
"optimization" on the spec level and leaving optimizing to implementations.
