Hmm, <svg><foreignObject><div><![CDATA[foo]]></div></foreignObject></svg> is an
interesting case. I haven't seen that one brought up before. That may indeed
justify a change to the way we do the spec here.

Not sure what the <svg></svg><![CDATA[ case refers to.
