[Bug 7606] the current behaviour in firefox on a disable input type='submit' is not to show the tooltip, in IE it will appear and then disappear but only when hovering over the text. Should the behaviour of the tooltip be more specifically defined when the element from bugzilla@jessica.w3.org on 2010-10-04 (public-html-bugzilla@w3.org from October 2010)
