Rationale:

I still don't understand. Why would <details> be focusable? Surely only its
disclosure widget would be focusable.

I really don't follow what the problem is here.

Note that just removing tabindex="" support from <summary> would presumably not
change anything here, since you can still put links and widgets and so on
inside <summary>.
