3.5 Dynamic markup insertion has historically had interop problems with a
variety of AT products. How this impacts the accessibiltiy API implementation
should be covered either in teh main spec, in the HTML User Agent
Implementaiton Guide or in UAAG. Please assign back to me to if you don't
think the main spec is the best place.
