[Bug 10902] <video> element needs to support some form of DRM solution

anything you can reference by URL can be placed in a web page, including
protected images and movies.  the browser might well incorporate some built-in
capability, but how the browser plays the URLs is out of scope.  we don't
specify file format or codec or DRM or access protocol (http vs rtsp vs
proprietary) or anything else.  the html layer stops at saying "here is the
video".
