It seems to me that in the case <meta charset="UTF-8" charset="ISO-8859-2"> the
last attribute is now defined to win in the encoding sniffing algorithm but the
first one wins if the token is handled in the tree builder. Please make the
first attribute take precedence in the encoding sniffing algorithm.
