Under "The document base URL of a Document object is the absolute URL obtained
by running these substeps" appears substep 5 which reads:
"5. Otherwise, let url be the value of the href attribute of the first such
element."
I believe this should read "Otherwise, let fallback base url be..."
since this is a alternative continuation of step 4 which is setting the
fallback base url.
