[Bug 9177] Can the script element please allow the scope attribute in the same semantic way as the style element? The dom would be limited to only elements under that node.

Change Description: no spec change
Rationale: That would be MASSIVELY complicated to set up, requiring changes to
ECMAScript, to the DOM, and to how browsers operate at a pretty fundamental
level. I would recommend using the steps described here if you want to persue
