I'm fine with using this as a means of insuring comments don't get lost, and
I'm sorry if it sounded like I meant otherwise. 

It's easy to get lost in the mechanics (what's the state of the database? Who
is allowed to post what kind of comment where, which decisions were already
decided vs. which things are allowed to still be open) vs. the intent (can
outsiders figure out what went on?), and that can happen with a "decision
policy" document too, and some people seem to get caught up in that.
