I looked further and noticed statements like:

        "Authoring tools and markup generators must generate >conforming 
documents<."

However, the term "conforming documents" seems not to be explicitly 
defined, and is in any case not hyperlinked from references like this.  I 
think that's a problem that should be fixed.
