Shelley, that's a violation of the process. The bug was reopened, meaning the
next step in the process is 5.c, not 5.d.

Before we escalate this to a working group issue, I would like to request that
you (Shelley and Bruce) see if you can come to some sort of compromise. Is
there some solution that wouldsatisfy you both? For example, Bruce, is it
critical for you that <details> be in this version of HTML, or would you be ok
with it being in the next version of HTML (with <device>)?
