Status: Rejected
Change Description: no spec change
Rationale: Well... IE8 (and Safari) insert an empty P element node, but other
than that, the result is the same. The spec intentionally doesn't reproduce
this particular behaviour on the principle that since it apparently isn't
required for compatibility, going for the saner behaviour (consistent with most
other end tags) is better.
