WEBADDRESSES contains stuff that needs to go back into HTML5, as it wouldn't be
a candidate for inclusion in IRIbis (for instance,
<http://www.w3.org/html/wg/href/draft>, Part 3 depends on specifics of HTML and
the DOM).
