[Bug 8972] Would a <figcaption> that is the last element of a <figure> be a candidate for this list? The validator doesn't think so, but I it would be convenient.

Change Description: no spec change
Rationale: Good thought, but I think it would be too confusing to have
</figcaption> be optional only at the end of the <figure>. In general we're
trying to not introduce any new optional end tags, anyway.
