hi ian,
i don't think this is an adequate rationale, in fact i don't think it's a
rationale, it's a question.
Anyway can you elaborate on the situations, or even a single situation where a
user who is navigating through the focusable elements on the page would NOT
want the currently focused element to be visible? 

note: I am considering 'element' as including the focus rectangles that are
associated with elements inside the canvas tag.
