[Bug 8650] Is there any need to add additional information about the video file (bitrate, for example) that would help the UA determine if it can play the file?

There's no such way currently unless there are MIME type parameters defined for
that purpose. The UA is expected to just download the file to find out.
Ultimately the goal is to have a single codec, which would make this mostly
moot.
