The authors of 4281 had no 'ownership' of application/octet-stream so use of
the codecs parameter on this might be helpful but cannot be normative.  I am
not sure that it helps anyone to forbid clients from looking at the parameter,
however, but we certainly cannot require that they look at something that is
formally undefined.
