The specification at
http://www.whatwg.org/specs/web-apps/current-work/multipage/video.html#the-track-element
has a largely acceptable proposal to introduce the association of external
time-synchronized text resources with media elements. Introducing that into
http://dev.w3.org/html5/spec/ would be a big step towards solving this bug.
