If it's deficient as a definition, it would be good to know what's missing, or have an example of a better definition. For comparison, HTML4.01 has this definition for <a name>: "This attribute names the current anchor so that it may be the destination of another link. The value of this attribute must be a unique anchor name. The scope of this name is the current document.
