They actually are not treated as unknown tags in Mozilla, but instead as known _moz-userdefined tags (whether the solidus appears or not). So this suggests we would need to be clear about what an “unknown” tag is: is it a non-HTML defined tag or is it a tag the UA doesn't already parse?
