CfC: Publish "HTML JSON form submission" as a WG Note

The HTML Chairs are issuing a Call for Consensus to publish the "HTML JSON form submission" as a WG Note.

No progress has been made on this specification since the TPAC 2014 meeting when the following still open action item was created:

Silence will be taken to mean there is no objection, but positive responses are encouraged.  If there are no objections by Friday Sep 25, this resolution will carry.
