CfC: Move HTML 5.1 under the terms of the 2014 Process Document

This is a call for consensus on the following proposal:

The HTML WG will publish future drafts of the HTML 5.1 specification
under the 2014 Process Document http://www.w3.org/2014/Process-20140801/

The editor of this document supports this change[1], and a number of WG
members have already expressed their support[2][3][4][5][6].
Additionally, moving to this new process is required for use of the new
TR publishing tool[7].

Silence will be taken as assent but positive response to this email is
preferred, and will be accepted before midnight on Tuesday March 10.
