CfC: publish "Techniques for providing useful text alternatives" as an WG note.

This is Call for Consensus (CfC) to publish "Techniques for providing 
useful text alternatives" as an HTML-WG note.

This CfC is in response to a request from the A11y Task Force [1].

Silence will be taken to mean there is no objection, but positive 
responses are encouraged. If there are no objections by Wednesday June 
18th, this resolution will carry.
