CfC: to publish “HTML 5.0" and "HTML 5.1" heartbeat Working Drafts

This is a combined Call for Consensus (CfC) to publish the following heartbeat [1] Working Drafts of HTML 5.0 and HTML 5.1:

Silence will be taken to mean there is no objection, but positive responses are encouraged.  If there are no objections by Tuesday January 28, this resolution will carry.
