My understanding of these two bugs is that the differences between the 
HTML 5 spec and that Alt Techniques document need to be worked out, and 
that the action item is on you to provide more information.

Please feel free to correct my understanding.

I'd like these bugs to reflect the current state.  I'm skeptical that 
'TrackerRequest' is that state.
