WG Decision on request to drop hgroup from HTML5

No one presented a test suite or implement on hgroup by the Mar 12 deadline.

Therefore, the HTML Working Group hereby endorses the request to remove hgroup from the HTML 5.0 CR specification.  The Editors are requested to make this change.

The WG Chairs have also agreed to leave the decision on how to handle hgroup in HTML 5.1 to the Editors.

Steve, per the Decision Policy, the Chairs approve your nomination for 
early removal. Advocates of the feature now have up to 3 months to 
present either a thorough test suite or a reasonably complete 
implementation for hgroup. That would be until March 12, 2013.

 I am *not* requesting that the specification of hgroup in regards to 
the parsing algorithm or the UA stylesheet be removed from HTML5.

feature as per Plan 2014, I am requesting that the hgroup [2] element
