I had a call with Steve today that explained the concerns about not restricting the role of “text” to <img> in HTML. He agreed that its used should be restricted to <img> and so I file an issue on the ARIA in HTML specification:

https://github.com/w3c/html-aria/issues/26

This completes my action item.
