Date picker use cases and requirements

Janina & the TF,

 

Per our discussion on Thursday's TF call [1], I've started to pull together
some basic use cases and requirements for date pickers [2]. 

 

I've also bumped date pickers up into the active section on the wishlist
page of the wiki [3].

 

Comments, suggestions and contributions welcome.
