since I represent Yandex as well as coordinating the TF, and we have opinions, my reply to the CfC is here:

We don't mind if these are done in the TF or not, but we do not want them to be worked on both by the TF and directly in PF.

We're happy to have this in the TF, although we don't think it is crucial that the work be done there

It seems this is being done for now in the DPub group. We don't mind it being in the TF but suspect that group might be a better place for the time being.
