Editorial additions to HTML spec

Hi all,

Over the last few months I have been adding some additional information to
the 'header' section of each element deffinition:

The added info:

Allowed ARIA roles, states and properties for each element
brief descriptions of allowed attributes
Tag omission descriptions.

These can be reviewed by looking at the 'header' section of each element
definition.
For example the <ol> element
