New HIDE (longdesc) Editor's draft

Cc+ Jonathan, Leif because they are not members of the TF but this
addresses comments they made.

Hi,

I updated the editor's draft of the HTML Image Description Extension
again:
https://dvcs.w3.org/hg/html-proposals/raw-file/default/longdesc1/longdesc.html

Please see this new version for discussion tomorrow in the meeting.

As well as the "reflect" bug, I think my last update fixed, new changes
include:

+ Added UAAG reference for access to longdescs -
http://lists.w3.org/Archives/Public/w3c-wai-ig/2013AprJun/0002.html
+ Added WCAG reference for content of longdesc targets -
https://www.w3.org/Bugs/Public/show_bug.cgi?id=21437
+ Clarified that attribute value is a valid *non-empty* URL… -
https://www.w3.org/Bugs/Public/show_bug.cgi?id=21436
+ Split informative advice to sections matching the "audience" for
normative requirements -
https://www.w3.org/Bugs/Public/show_bug.cgi?id=21438
+ Added examples showing use of data: URIs -
https://www.w3.org/Bugs/Public/show_bug.cgi?id=21439
+ Added example of repairing text descriptions by converting them to data:
URIs - https://www.w3.org/Bugs/Public/show_bug.cgi?id=21439

Note that there are still outstanding bugs to deal with. The following URI
finds unresolved bugs, which includes substantive issues that haven't been
agreed by the TF as well as editorial things I haven't done yet.
<https://www.w3.org/Bugs/Public/buglist.cgi?query_format=advanced&list_id=7029&bug_status=NEW&bug_status=ASSIGNED&bug_status=REOPENED&component=HTML%20Image%20Description%20Extension>

Since you may disagree with my decisions on whether something is
substantive or editorial, you may want to review all bugs on the component:
<https://www.w3.org/Bugs/Public/buglist.cgi?component=HTML%20Image%20Description%20Extension>

cheers
