For the working groups consideration: This specification [1] is an extension to the HTML5 specification. It defines an attribute (outlinemask) to be used for the identification of single or multiple subheadings which are marked up using the h1-h6 elements. It also makes the hgroup element obsolete and non conforming. All normative content in the HTML5 specification, unless specifically overridden by this specification, is intended to be the basis for this specification. A document detailing why the outlinemask attribute [2] has been defined and why the hgroup element has been obsoleted is also available.
