I think it would make sense to run a CfC in the TF. Formally, they should  
be handling it as an accessibility spec.

I see no reason two CfCs cannot occur in parallel. If we are surprised and  
the TF is less keen than HTML WG we will figure out what to do, but  
otherwise we can save worrying if that doesn't happen.
