Re: HTML a11y bugs requiring action

I've taken a look at the 18 media bugs. Here's my feedback to the bug
triage team:

Bug 12964 (LC1) RESO-NEED-INFO "<video>: Declarative linking of full-text
transcripts to video and audio elements"
-> suggest closing, since this relies on creating a extension specification
and is being tracked in https://www.w3.org/html/wg/tracker/issues/194

Bug 13273 (LC1) RESO-NEED-INFO "Clarify text in media element user
interface section"
-> suggest closing and registering bugs on browsers that don't display
controls when scripting is disabled - the spec is correct

Bug 8657 (pre-LC1) RESO-NEED-INFO "Allow UA to reload fallback content if
it fails to load"
-> suggest closing - failed text track loading is raised in the readiness
state

Bug 10841 (pre-LC1) RESO-NEED-INFO "We require a method to allow the user
to control playback timing in order to have more time to understand the
material."
-> suggest closing - playback speed can be changed with the @playbackRate
attribute

Bug 10842 (pre-LC1) RESO-NEED-INFO "Support the isolation of speech from
other background sounds in AV media"
-> suggest closing - audio analysis and background muting is possible from
JS with the Web Audio API and should be dealt with in the W3C Audio Working
Group; if we also need a UA feature, it should be dealt with in WCAG (maybe
UAAG?)

Bug 10843 (pre-LC1) RESO-NEED-INFO "Support user control over the visual
presentation of caption text."
-> suggest closing - changing the visual presentation of caption text is a
UA feature and can be dealt with through preferences or through providing
style sheets that override the caption display

Bug 10642 (pre-LC1) RESO-WONTFIX "No alternative text description for video
key frame (poster)"
-> suggest closing, since the formal objection on @posteralt has been
removed and work has moved to WCAG

Bug 13333 (LC1) RESO-WONTFIX "audio, video (and source) elements require
param children or equivalent"
-> suggest closing, since the related issue has been resolved amicably:

Bug 12228 (LC1) RESO-WONTFIX "All Media Elements should have the ability to
have both short and longer textual descriptions associated to the element."
-> suggest closing, since this relies on creating a extension specification
and is being tracked in https://www.w3.org/html/wg/tracker/issues/203

Bug 12546 (LC1) RESO-WONTFIX "<video> MEDIA CONTROLLER requires autoplay
attribute for grouped multitrack"
-> suggest closing, since the media controller deals with autoplay on the
video/audio elements

Bug 13275 (LC1) RESO-WONTFIX "Display of media control UI when scripting is
disabled"
-> suggest closing - the a11y TF already agreed on the editor resolution

Bug 13544 (LC1) RESO-WONTFIX "Video: <track> element should allow support
of more than one format without content sniffing"
-> suggest closing - the bug was based on a misunderstanding

Bug 13546 (LC1) RESO-WONTFIX "<video> make positioning of caption cues more
flexible"
-> suggest closing - the bug's intent is possible with other means

Bug 13624 (LC1) RESO-WONTFIX "<video> The pause-on-exit flag should lead to
the paused for user interaction state"
-> suggest closing - the paused-for-user-interaction state was misunderstood

Bug 12794 (LC1) RESO-WONTFIX "<video> Add a non-normative note on how to
provide text alternatives for media elements"
-> suggest closing as a duplicate of

Bug 11593 (LC1) RESO-WONTFIX "<video> the <track> @kind attribute should
include the all of the identified accessibility content types"
-> suggest closing - the listed text track kinds are all covered and we
introduced the Media Controller for the media-based kinds

Bug 12545 (LC1) RESO-WONTFIX "<video> MEDIA CONTROLLER requires loop
attribute for grouped multitrack"
-> not sure what we want to do about this one; I am not fussed about
looping on a grouped multitrack, so happy to close it (you can always do
that in JS)

Bug 13692 (LC1) RESO-WONTFIX "Last call comments on HTML5 from
broadcaster's point of view"
-> suggest closing - Ian's reply seems appropriate
