There are substantive and important additions to Cynthia's Change proposal
that are not captured in Jonas' CP, which was the whole point of Cynthia
authoring her Change Proposal (on behalf of the PFWG). 

Since it captures all of Jonas' intent and further defines and refines ARIA
processing rules with regard to HTML5 (arguably making the spec a better
spec) perhaps we could instead go for a Call for Consensus on Cynthia's
Change Proposal instead?  Is there a specific reason why Cynthia's CP does
not address your concerns Matt?
